Work hard
Work. Work and work some work. Do plays, do indies, and yes, do students films. This will help you develop a reel. Constantly work on something. As an actor you should never sit by the phone and wait for the opportunity. It's up to you to get work and to get noticed. No one will work harder on your career than you.
